Governance Framework

Component 1: Strengthening the legal and institutional framework. This component aims to identify and address gaps in the legal and institutional frameworks and finance the preparation, development and implementation of the legal and institutional elements needed to support robust basic identification (FLD) systems.

Component 2: Establishing robust and inclusive FLD systems. This component aims to finance the design, development and implementation of the FLD system, which will create unique identity numbers linked to biometric data collected in accordance with international standards.

Component 3: Facilitating access to services through FLD credentials. This component aims to focus on service delivery at the national and regional levels.
